This is a glimpse into the brutal world of prisons at that time. This kind of thing was by no means the worst that authorities did to the men under their control, it wasn't all spankings, most of it was truly horrible. The article has an amused tone, but I also feel they are eroticizing the story a bit. I am unable to learn anything further about this man with the luxuriant locks and tasteful suit.
They were extremely brutal back then. The thing is, they didn’t need to be though. Had they standardized discipline to match something more along the lines of what happened to this man here, I think things would have been smoother. A regimented, well disciplined group of men will thrive. Imagine a more military school type of environment for prisons. A form fitting uniform, mandatory muscle building exercise, standing at attention, strict scheduling, and regular bare bottom spankings delivered with gusto. Not to the extreme by any means, but enough to ensure the man being spanked ends up kicking and hollering well before the spanking is over.
